    LONG BEACH, Calif. ? Kelp off Southern California was contaminated with short-lived radioisotopes a month after Japan?s Fukushima accident, a sign that the spilled radiation reached the state?s urban coastline, according to a new scientific study.

    Scientists from California State University, Long Beach tested giant kelp collected in the ocean off Orange County and other locations after the March, 2011 accident, and detected radioactive iodine, which was released from the damaged nuclear reactor.

    The largest concentration was about 250-fold higher than levels found in kelp before the accident.

    ?Basically we saw it in all the California kelp blades we sampled,? said Steven Manley, a Cal State Long Beach biology professor who specializes in kelp.

    The radioactivity had no known effects on the giant kelp, or on fish and other marine life, and it was undetectable a month later.

    Iodine 131 ?has an eight-day half life so it?s pretty much all gone,? Manley said. ?But this shows what happens half a world away does effect what happens here. I don?t think these levels are harmful but it?s better if we don?t have it at all.?

    A year ago, Manley watched coverage of the tsunami and Fukushima accident and wondered what impact it might have on California?s marine life, particularly his favorite subject matter ? kelp.

    Spread in large, dense, brown forests across the ocean off California, Macrocystis pyrifera, known as giant kelp, is the largest of all algae and grows faster than virtually any other life on Earth. It accumulates iodine so Manley realized it would be a useful dosimeter to check how far radioactive material spreads.

    ??Kelp forests are some of the most productive ecosystems on Earth,? he said. ?I thought this would be an opportunity because one thing about macrocystis is it has a large surface canopy,? which means it is continually exposed to the air ? and whatever contaminants are in it.

    In addition, giant kelp concentrates radioactive iodine 10,000-fold ? for every one molecule in the water there would be 10,000 in its tissues.
    Kelp was collected at three sites off Orange County, as well as Palos Verdes Peninsula in Los Angeles County, Santa Barbara, Pacific Grove and Santa Cruz. The highest concentration of iodine 131 was found in the kelp off Corona del Mar, which receives runoff from a large portion of Orange County. Its kelp was collected on April 15 of last year and tested five days later.

    The level of radioactive iodine found there ? 2.5 becquerel per gram of dry weight — was ?well above? levels sampled in kelps prior to the Fukushima release, according to the paper, published online earlier this month in the journal Environmental Science & Technology.

    It was about 250 times higher than the concentration found in giant kelp off British Columbia before Fukushima.

    When kelp from the same California sites was re-sampled a month later, in May of 2011, it contained no detectable amounts of radioactive iodine.

    The scientists estimated that the entire kelp tissue on the surface at Corona del Mar contained about one millicurie.

    ?In terms of overall exposure to the kelp bed itself, it?s not a huge amount,? said Manley.
    It would not have harmed the kelp, a species that grows from northern Baja to southeast Alaska, he said.

    Some radioactive material probably accumulated in fish that eat the kelp ? opaleye, halfmoon and senorita.

    ?If they were feeding on it, they definitely got dosed. We just don?t know if it was harmful. It?s probably not good for them. But no one knows,? Manley said. ?In the marine environment it was significant, but probably not harmful at the levels we detected it, except it may have affected certain fish?s thyroid systems, the ones that fed on the kelp.?

    (AP) ? A pledge by the manufacturer of Apple’s iPhones and iPads to limit work hours at its factories in China could force other global corporations to hike pay for Chinese workers who produce the world’s consumer electronics, toys and other goods.

    Foxconn Technology’s promise comes as Beijing is pushing foreign companies to share more of their revenues with Chinese employees. It follows a report by a labor auditor hired by Apple Inc. that found Foxconn was regularly violating legal limits on overtime, with factory employees working more than 60 hours per week.

    “I think whatever Foxconn did will have an impact, certainly, on all Chinese workers in all trades,” said Willy Lin, managing director of Hong Kong-based Milo’s Knitwear, which makes clothing in three factories in China for European clients.

    Foxconn, owned by Taiwan’s Hon Hai Precision Industry Co., promised to limit hours while keeping total pay the same, effectively paying more per hour. Foxconn is one of China’s biggest employers, with 1.2 million workers who also assemble products for Microsoft Corp. and Hewlett-Packard Co.

    Japan’s Toshiba Group, which employs 32,000 workers in China to make goods such as refrigerators and TVs, said it too is taking measures to reduce overtime work and create safe working conditions at its factories.

    China has long been a low-cost manufacturing center for goods sold under foreign brand names. But wages already were rising quickly as companies compete for workers and communist leaders try to push the country up the technology ladder to make more profitable products.

    After a lull following the 2008 global crisis when Beijing froze the minimum wage to help exporters compete, Chinese workers have received big pay hikes over the past two years, though salaries still are low by Western standards.

    Foxconn responded to a spate of suicides by employees at one of its mainland factory campuses in 2010 by more than doubling its basic monthly salary to 1,800 yuan ($290). The same year, Toyota Motor Corp. and other Japanese automakers granted pay hikes following a wave of strikes that had tacit government support.

    Communist leaders have promised to double the country’s minimum wage from 2010 levels by 2015.

    The minimum wage in Shanghai, one of the world’s most expensive cities, is about 1,200 yuan ($200) a month after an increase of more than 10 percent last year. The northern city of Tianjin raised its minimum wage to 1,070 yuan ($175).

    Beijing has tightened enforcement of wage and hour rules “because there has been a general lack of compliance ? greater than in other countries,” said K. Lesli Ligorner, head of the China employment group for law firm Simmons & Simmons.

    “China is trying to make sure that at least at the lowest level of unskilled workers there are greater protections in place for them,” she said.

    Export-driven manufacturers along China’s booming east coast also have to pay more to get and keep workers as rising living standards in the countryside mean fewer people migrate to cities for factory jobs.

    U.S. and European clients might push Chinese suppliers to pay more so they look better in front of consumers, Ligorner said.

    Higher wages at Foxconn “will have a ripple effect,” she said.

    Pay and working and environmental conditions are a sensitive issue for U.S. and European companies, some of which have been criticized by activist groups. Companies such as Nike Inc. and The Walt Disney Co. set specific standards in contracts with producers of toys, athletic shoes and other goods sold under their brands and send auditors to enforce them.

    “We mind our corporate social responsibility and demand that our contract manufacturers strictly follow local as well as international rules on labor and environmental protection,” said Henry Wang, public relations director for Taiwan’s Acer Inc., the world’s fourth-largest personal manufacturer.

    Acer’s laptop computers are produced by contractors in Kunshan, west of Shanghai, and in Chongqing in the southwest.

    Wang said he didn’t know whether the report on Foxconn by the Fair Labor Association, an American industry group, would lead to changes at Acer. He said suppliers already are required to “strictly follow” rules on wages and working conditions.

    Higher wages will be easier for manufacturers to absorb if labor is a small portion of their total costs.

    Research firm IHS iSuppli estimates that Apple pays $8 for the assembly of a 16-gigabyte iPhone 4S and $188 for its components. iSuppli’s figures suggest that if Apple were to absorb a Foxconn wage increase to keep pay level and cut the work week from 60 hours to 49, it would pay less than $2 extra to have an iPhone made.

    Other companies earn smaller profits and might find higher wages harder to pass on.

    Higher costs in China already have prompted some companies in labor-intensive industries such as shoes and textiles to migrate to Vietnam and other lower-wage economies.

    Lin, the garment manufacturer, said his company employs about 1,500 people in Guangdong province near Hong Kong. He said entry level pay has more than doubled over the past five years from 600 to 700 yuan ($95-$110) a month to about 1,500 yuan ($240).

    “Anything lower than that, you wouldn’t find the workers willing to do it,” he said.

    (AP) ? North Korea may have the bomb, but it hasn’t perfected ways to put one onto a missile that could strike faraway enemies like the United States.

    This is why Pyongyang’s announcement that it will launch a satellite on a long-range rocket next month is drawing so much attention: Washington says North Korea uses these launches as cover for testing missile systems for nuclear weapons that could target Alaska and beyond.

    Although North Korea isn’t on the official agenda of next week’s Nuclear Security Summit in the South Korean capital, here’s a look at why the launch will be a major point of discussion when President Barack Obama and other world leaders gather in Seoul:

    THE HISTORY

    North Korea has spent decades trying to perfect a multistage, long-range rocket.

    Next month’s launch ? set to happen around the April 15 centennial of the birth of founder Kim Il Sung ? would be the fourth of its kind since 1998, when Pyongyang sent a long-range rocket hurtling over Japan.

    A 2006 test was considered a failure, but North Korea grabbed attention shortly after with its first nuclear test blast. The U.N. Security Council later banned North Korea from any further nuclear or ballistic missile testing.

    North Korea’s third launch, in 2009, was a partial success, with two of the three stages pushing the rocket over the Pacific. The third stage failed, and, despite North Korea’s claims of success, no satellite was put into orbit, the U.S. North American Aerospace Defense Command said.

    That test was condemned by the U.N. Security Council. Pyongyang protested that it was testing satellite technology for peaceful purposes. It subsequently abandoned six-nation nuclear disarmament talks and, weeks later, carried out a second nuclear test.

    The next year saw violence blamed on North Korea that killed 50 South Koreans, including an attack on a warship and the North’s shelling of a front-line island.

    THE TECHNOLOGY

    Experts and governments will scrutinize next month’s launch of what the North’s state media call an Unha-3 rocket, presumably the next version of the Unha-2 rocket used in the 2009 test.

    Unha-2 represented a significant advancement over previous rockets, according to an analysis written by missile experts David Wright and Theodore Postol. It was roughly 100 feet (30 meters) long and may have been designed around Soviet missile components, the writers said.

    Next month’s rocket is set to fire from a new site on the North’s west coast, according to GeoEye and Google Earth satellite imagery posted by Tim Brown, an analyst for GlobalSecurity.org. The Tongchang-ri site is about 35 miles (56 kilometers) from the Chinese border city of Dandong, across the Yalu River from North Korea.

    Positioned only 45 miles (70 kilometers) from the North’s main Yongbyon nuclear complex, it has better roads and facilities, and allows a southerly flight path that keeps the rocket from flying over other countries, according to Wright, technical researcher at the Union of Concerned Scientists.

    The new rocket will probably have better boosters and engines ? and might even succeed in putting a satellite into space if it contains one, said Sohn Young-hwan, a South Korean rocket scientist who heads the privately funded Institute of Technology and Management Analysis in Seoul.

    North Korea may have loaded the rocket’s third stage with more fuel to increase capability, Wright said by email, part of improvements that “would translate to greater range if that technology was used to build a long-range ballistic missile.”

    North Korea says the launch is meant to contribute to “international trust and cooperation in the field of space scientific researches.”

    But because ballistic missiles and rockets in satellite launches “share the same bodies, engines, launch sites and other development processes, they are intricately linked,” said Mark Fitzpatrick, an analyst at the International Institute for Strategic Studies.

    THE HURDLES

    So far, Pyongyang can only deliver a nuclear bomb “by boat, by van or by airplane, not by missile,” according to scientist Siegfried Hecker of the Center for International Security and Cooperation at Stanford University.

    After half a century of persistence, North Korea is thought to have a fairly small nuclear arsenal.

    While it has enough plutonium for about four to eight “simple” bombs similar to what the U.S. dropped on Nagasaki in 1945, Hecker estimates, it doesn’t yet appear to have the ability to make bombs small enough to mount on a missile.

    Miniaturized warheads would require more nuclear tests, and Hecker warns that if North Korea breaks its nuclear test moratorium, “it will almost certainly be a test of a miniaturized design.”

    THE DIPLOMACY

    Governments and experts are worried that a new rocket launch will spur a chain of events that will mirror 2009, resulting in a breakdown of diplomacy, another nuclear test and soaring tensions, threats and bloodshed.

    The United States has warned the launch would jeopardize a diplomatic deal settled last month that would ship U.S. food aid to the impoverished North in exchange for a moratorium on missile and nuclear tests, as well as a suspension of nuclear work at Yongbyon.

    U.S. officials will be pushing China to pressure its ally Pyongyang, and U.S. President Barack Obama is expected to raise the issue during a key meeting with Chinese President Hu Jintao on the nuclear summit’s sidelines. There could also be meetings among the U.S. and its Asian allies, Japan and South Korea.

    Hecker says a launch “makes a mockery” of the U.S.-North Korea nuclear deal.

    “You use the same technology in long-range rockets that you do in long-range missiles,” he said. “The only difference is what you put on top.”

  • In the killing of 16 Afghan villagers, Staff Sgt. Robert Bales’ defense team may build their case on post traumatic stress disorder. Though PTSD can be connected to aberrant and violent behavior, it’s a hard case to make in court.

    As Army Staff Sergeant Robert Bales sits in an isolated cell at the US military prison in Leavenworth, Kan., waiting to learn of formal charges for wantonly killing 16 Afghan villagers in a night time rampage a week ago, supporters and his lawyer are beginning to build a defense case.

    The details will be unique to Sgt. Bales. But inevitably they boil down to what hundreds of thousands of GIs have experienced over 10 years of war in Iraq and Afghanistan: the sometimes almost unbearable stress of violent combat and the strains of military life on individuals and their families.

    In Bales? case, according to initial reports from family members and the Seattle attorney they have engaged, that includes injuries during three previous tours in Iraq, witnessing at close hand the death and dismemberment of fellow soldiers, and financial difficulties on the home front at Joint Base Lewis McChord near Tacoma, Wash.

    That?s the initial contention of Bales’ civilian lawyer, John Henry Browne of Seattle, who has cited post traumatic stress disorder (PTSD) as a possible element leading to a horrific episode that killed and injured mainly Afghan women and children.

    PTSD ? called ?soldier?s heart? during the Civil War, ?shell shock? in World War I, and ?battle fatigue? in World War II ? is as old as combat itself. Greek historian Herodotus wrote of a physically uninjured soldier who went blind when the soldier next to him was killed. Studies estimate that nearly 30 percent of?Vietnam?veterans (some 830,000) have experienced some level of PTSD.

    In 2008, the RAND Corporation, a nonprofit research and analysis organization, reported that nearly 20 percent of military service members returning from Iraq and Afghanistan ? some 300,000 at that point in the wars ? reported symptoms of ?PTSD or major depression.

    In addition, RAND reported, ?Researchers found about 19 percent of returning service members report that they experienced a possible traumatic brain injury [TBI] while deployed, with 7 percent reporting both a probable brain injury and current PTSD or major depression.?

    A recent Army study on health problems noted that soldiers in stressful situations ? either while deployed or back home ? may have ?a strong urge to use alcohol or drugs to try to get sleep or not think about things that happened? in combat. (There have been reports ? denied by Bales? lawyer ? that Bales had been drinking before the Afghan villagers were killed.)

    “Each soldier can be adversely affected by one or more physical or behavioral health issues at the same time but each in very different ways,” the Army study says. “Leaders and healthcare providers now recognize that many individuals who suffer from PTSD or depression are at greater risk for alcohol and substance abuse, aggressive behavior and failed relationships.”

    Major concerns have included suicide levels and instances of spouse abuse, including murder.

    I do have questions. What type of training have these undercover agents been through? What type of gadgetry is available? Would I be correct in saying that they’re sorta like Charlie’s Angels, only pop stars and assassins?
